Manager - Support Services

The Manager Support Services, Mr. Richard Mugisha holds a Master’s Degree in Management (Human Resource Management Option), a Post Graduate Diploma in Human Resource Management both from Uganda Management Institute, a Bachelors degree in Social Sciences from Makerere University and Certificate in Administrative Law from Uganda Law Development Centre.  He has also undertaken a wide range of performance improvement courses from recognised Institutions.

He is an Institutional Development and Human Resource Manager who has worked for twenty-one years in reputable Public Organisations. He is well grounded in institutional planning, developing human resource strategies, processes, policies, systems, plans and procedures. He has severally been involved in facilitating team work, team building and organisational strengthening for effective service delivery. He is extremely familiar with human resource development, planning and management, workshop organisations and facilitation.

Experienced in training particularly, for skills improvement, leadership and management, conflict resolution, effective communication and organisational capacity need assessment and development. He has constantly participated in developing and rolling of Capacity Building and Development Plans. He has regularly participated in review and update of administrative systems that promote efficiency in service delivery.

He has served as a Human Resources Officer, Senior Human Resources Officer, Principal Human Resources Officer, Manager Human Resources and Manager Support Services in the Directorate of Quality Assurance since September 2020.

His core activities as Manager Support Services  include;

  • To provide professional (technical) support and advice to all stakeholders (University Management, Staff, Students and Council) in line with the University Strategic Plan and Quality Assurance Policy;
  • To conduct a staff verification exercise and evaluate teaching, learning, research and support services function in the University;
  • To improve and promote quality with support services of the University;
  • To develop work targets for the support services division in line with Quality Assurance Policy and Quality Assurance Strategic Plan;
  • To plan, budget and account for resources of the Division in line with the Directorate’s Strategic Plan;
  • To manage the performance and development of administrative and support staff in line with the University Strategic Plan;
  • To monitor and evaluate support services of the University, and ensure that they are regularly revised and to evaluate policies, procedures and current practices that relate to support services programs.
